Solution:

if not yet done, generate locales

locale-gen de_DE.UTF-8

add this to /etc/environment:

LC_ALL=de_DE.UTF-8
LANG=de_DE.UTF-8

maybe again

dpkg-reconfigure locales

now error should be fixed
